General administrative formalities to be Done mainly at the Var Prefecture
We don’t have specific information about refugees from Ukraine who have no Ukrainian documents( passports) Contact the Prefecture du Var by email explaining your situation and copy of any identity papers.

Ukrainian refugees will be able to stay 90 days in the Schengen area and thus in France.
In information for Ukrainian nationals, the Ministry of the Interior said that Ukrainians holding a biometric passport do not need a visa and can stay up to 90 days after entering the Schengen area.
Refugees who do not have a biometric passport
Ukrainians who do not hold a biometric passport must have a visa to stay in France, issued free of charge at one of the consular posts of Ukraine’s border states. After this 90-day period, refugees coming from Ukraine will have to contact the department prefecture of place of arrival.
Their identity document must be translated freehand on paper with their ID.
Provide 3 photocopies of ID (and translations), this will save time.
All personnel must be present to sign and fingerprint.
Preferably come with a translator
Send an email so that the people are counted:

- passport of each person or other identity document + translation
- contact details of the host: first name, last name, address, telephone, e-mail address.
Refugees with biometric passports
Please ask your Mairie to make an appointment for you at the Var Prefecture to hand in the documents below.
Ask for help from the your local Mairie for transport to the Prefecture in Toulon. An earlier appointment will allow you to complete all the documents on the same day
For each Ukrainian:
- passport (or identity+translation) and 2 photocopies
- 4 passport photos
For the host:
- ID + proof of address (bill for such, water, electricity..)+ photocopy
- Attestation sur l'honneur de domiciliation https://www.service-public.fr/
- Download, print and complete the APS application form before you go to the Prefecture, this will save you time when at prefecture.

If you do not have an appointment, opening hours are Monday to Friday from 13.30 to 15.30
If you can’t download and fill out the APS form prior to appointment it is available from:
Gymnase des Lices, Boulevard Louvois, Toulon
(The Var prefecture is a 5 minute walk from the Gymnase des Lices)

At The Prefecture
There was no translator at the Prefecture
Arrive early, queues form well before opening.
A person checks the documents at the reception, then takes fingerprints and signatures
Families who have gone through the Cellule Ukraine de Cannes to find accommodation will be able to make the arrangements with the Mairie of Cannes special Ukrainian centre located 7 rue Louis Braille. They will not need to go to the Prefecture of the Var.
Medical Cover CPAM
Once you have APS card given from prefecture it is possible to register at the Gymnase des Lices in Toulon or by email: urgence-ukraine.cpam-var@
Required documents:
Copies of the APS and ID/passport + email address of the host.
This cover means Ukrainian nationals will get immediate support for any health costs (general practitioner, dentist, hospital, etc.), without having to pay in advance. This cover is valid for one year.
Children are covered under their parents. If they are accompanied by a legal representative, they must present proof of both (passport, family booklet, etc.). In the absence of this document, Health Insurance states that the form cerfa 14445 «Application for the attachment of minor children to one or both insured parents» is to be completed.
