General administrative formalities to be Done mainly at the Var Prefecture

We don’t have specific information about refugees from Ukraine who have no Ukrainian documents( passports) Contact the Prefecture du Var by email explaining your situation and copy of any identity papers.

Let us know when/if you have the information and/or want help.

Ukrainian refugees will be able to stay 90 days in the Schengen area and thus in France. 

In information for Ukrainian nationals, the Ministry of the Interior said that Ukrainians holding a biometric passport do not need a visa and can stay up to 90 days after entering the Schengen area. 

Refugees who do not have a biometric passport 

Ukrainians who do not hold a biometric passport must have a visa to stay in France, issued free of charge at one of the consular posts of Ukraine’s border states. After this 90-day period, refugees coming from Ukraine will have to contact the department prefecture of place of arrival.

Their identity document must be translated  freehand on paper with their ID.

Provide 3 photocopies of ID (and translations), this will save time.

All personnel must be present to sign and fingerprint. 

Preferably come with a translator 

Send an email so that the people are counted:

ukraine@aaviv.fr (tel: 07 64 46 01 37). Contact:

- passport of each person or other identity document + translation

- contact details of the host: first name, last name, address, telephone, e-mail address.

Refugees with biometric passports

 

Please ask your Mairie to make an appointment for you at the Var Prefecture to hand in the documents below.

Ask for help from the your local Mairie for transport to the Prefecture in Toulon. An earlier appointment will allow you to complete all the documents on the same day

For each Ukrainian:

• passport (or identity+translation) and 2 photocopies 
• 4 passport photos

For the host: 

- ID + proof of address (bill for such, water, electricity..)+ photocopy 

- Attestation sur l'honneur de domiciliation https://www.service-public.fr/simulateur/calcul/AttestationHebergement indicating the first and last names of each person staying with you, hosts first and last name, address, telephone and email address.

- Download, print and complete the APS application form before you go to the Prefecture, this will save you time when at prefecture.

If you do not have an appointment, opening hours are Monday to Friday from 13.30 to 15.30 

If you can’t download and fill out the APS form prior to appointment it is available from:

At The Prefecture

There was no translator at the Prefecture

Arrive early, queues form well before opening.

A person checks the documents at the reception, then takes fingerprints and signatures 

Families who have gone through the Cellule Ukraine de Cannes to find accommodation will be able to make the arrangements with the Mairie of Cannes special Ukrainian centre located 7 rue Louis Braille.  They will not need to go to the Prefecture of the Var.

 

 

Medical Cover CPAM

Once you have APS card given from prefecture it is possible to register at the  Gymnase des Lices in Toulon or by email: urgence-ukraine.cpam-var@assurance-maladie.fr

 

Required documents:

Copies of the APS and ID/passport + email address of the host.

This cover means Ukrainian nationals will get immediate support for any health costs (general practitioner, dentist, hospital, etc.), without having to pay in advance. This cover is valid for one year.

Children are covered under their parents. If they are accompanied by a legal representative, they must present proof of both (passport, family booklet, etc.). In the absence of this document, Health Insurance states that the form cerfa 14445 «Application for the attachment of minor children to one or both insured parents» is to be completed.

Schooling

 

Articles L.111-1 and L.114-1 of the Education Code guarantee access to education for all children  aged between 3 to 16 and the obligation of training for children between the ages of 16 and 18 present in the national territory. Any child newly arrived in France must be educated regardless of his nationality or personal situation.

 3 to 10 yr olds

Registration and paperwork at the Mairie of your town and call village school to arrange appointment with head teacher.

 11 to 18 yr olds

Contact either the college or lycee closest to your place of residence or the national education services of your department (DSDEN : direction des services départementaux de l’éducation nationale)

For young people aged 16 to 18, who were not or do not wish to attend school, DSDEN will also accompany you to find a job or vocational training.

School Pickup Registration: Immediate and Free

Registration at France-Services in Fayence: identification of the student and a parent, a photo of the student’s identity that will be scanned.

The Collège Léonard de Vincy de Montauroux has an agreement with Leclerc and its espace cultural. They also have an agreement with La Halle to provide children with sports clothes

Allowance for Asylum Seekers - ADA Card

 As soon as an Asylum Seeking Family has been granted the APS (Temporary Residence Authorisation), it will be invited directly by the Prefecture to attend a meeting.

The whole family needs to attend the meeting, including all children, and bring with them the:

• Temporary Residence Authorisation (APS)
•   Birth registration certificate for each child , or any other document confirming family links,

The ADA card is issued by the OFFI (French Authority of Immigration and Integration) and it is a payment card.  (Information document on Asylum Seeker Allowance (ADA) in Ukrainian)

Ми не маємо конкретної інформації щодо біженців з України, які не мають українських документів.  Зв’яжіться з префектурою Вар електронною поштою з поясненням вашої ситуації та копією документів, що посвідчують особу.

Повідомте нам, коли у вас є інформація та/або потрібна допомога.

Українські біженці зможуть перебувати 90 днів у Шенгенській зоні, а отже, у Франції.

       • У довідці для громадян України МВС уточнило, що українцям, які мають біометричний паспорт, віза не потрібна і може перебувати до 90 днів після в’їзду до Шенгенської зони.

      • Українцям, які не мають біометричного паспорта, для перебування у Франції необхідна віза, яка видається безкоштовно в одному з консульських установ держав, що межують з Україною.  Після закінчення цього 90-денного терміну біженці з України повинні звернутися до відомчої префектури місця прибуття.

Схема загальних адміністративних формальностей:

•Біженці, які не мають біометричного паспорта, повинні перекласти свій документ, що посвідчує особу, на звичайному папері та пред’явити документ, що посвідчує особу.
•Надайте 3 фотокопії документів, що посвідчують особу (і перекладів), це заощадить час.
•Усі особи повинні бути присутніми для підписання та зняття відбитків пальців.
• Бажано прийти з перекладачем

Надішліть електронний лист, щоб люди були в списку:

- паспорт кожної особи або інший документ, що посвідчує особу + переклад

- контактні дані Приймаючого: ім'я, прізвище, адреса, телефон, адреса електронної пошти.

Для приймаючої сторони:
- документ, що посвідчує особу + підтвердження адреси (рахунок за телефон, воду, електроенергію тощо)
+ довідка про честь проживання із зазначенням імені та прізвища кожної отриманої особи, вашого імені та прізвища, адреси, телефону, адреси електронної пошти (шаблон для завантаження)

• Зверніться до мерії за допомогою, щоб дістатися до префектури в Тулоні.  Попередній час призначення дозволить оформити всі документи в той же день.
• Завантажте, роздрукуйте та заповніть форму заявки APS, перш ніж відправитися в префектуру.
Ви уникаєте проходження курсу Gymnasium § нижче.

Іноді в гімназії присутній перекладач.

Одяг та інші пожертви доступні всередині.

Воду вам роздають, а їжі немає.

•Сім’ї, які пройшли через український осередок у Каннах, щоб знайти житло, можуть пройти кроки в офісі міста Канн за адресою: rue Louis Braille, 7.
Їм не потрібно буде їхати до префектури Вар.

•Необхідні документи:
копії APS та документів, що посвідчують особу/паспорт + адреса електронної пошти приймаючої сторони.
Таким чином, громадяни України отримають миттєве покриття будь-яких витрат на охорону здоров’я (лікаря загальної практики, стоматолога, лікарні тощо), не потребуючи ніякої оплати.  Це покриття діє протягом одного року.

Діти охоплені так само, як і їхні батьки.  Якщо їх супроводжує законний представник, останній повинен надати докази, що вказують на них обох (паспорт, сімейна книжка тощо).  У разі відсутності цього документа МСБО вказує, що форму cerfa 14445 cerfa 14445 «Заява про прикріплення неповнолітніх дітей до одного або обох застрахованих батьків» необхідно заповнити.

Допомога для шукачiв притулку

 

Посвідка на тимчасове проживання (видана громадянам України), надає право на отримання допомоги (ADA).

Ця допомогa видається Управлінням з питань імміграції та інтеграції Франції (OFII) у формі платіжної картки.

Префектура зв’язується беспосередньо з громадянами для призначення зустрічі.

Громадяни повинні з'явитися нa зустрічі з усіма присутніми на території Франціi членами своєї родини (особливо з дітьми) i повинні прид’явити наступтi документи :

         Оригінал посвідки на проживання (APS)

         Оригінал паспортy (для дорослиx тa дiтeй)

         Свідоцтво про народження дитини або будь-який документ, що підтверджує родинний зв'язок

Для полегшення адміністративних формальностей прийом на видачу картки ADA здійснюється тільки за призначенням.

 Lorsque les membres de la famille ont obtenu l'APS, ils seront directement contactés par la préfecture pour organiser une réunion.

Ils doivent se présenter venir à la réunion avec tous les membres de leur famille présents en France (notamment avec les enfants) et doivent présenter les documents : 

          Autorisation Provisoire de Séjour (APS) 

                 Certificat de naissance d’un enfant ou tout document confirmant un lien familial

L'ADA (Allocation pour Demandeur d'Asile) est délivrée par l’Autorité Française de l’immigration et de l’intégration (OFII) sous la forme d’une carte de paiement.

Une aide ponctuelle d’urgence est possible.

Scolarité

 Les articles L.111-1 et L.114-1 du code de l'éducation garantissent l'accès à l'instruction à tous les enfants âgés de 3 à 16 ans et de l'obligation de formation pour les enfants de 16 à 18 ans présents sur le territoire national. Ainsi tout élève nouvellement arrivé en France doit être scolarisé quelle que soit sa nationalité ou sa situation personnelle.

• Scolarisation et inscription

  • Votre enfant a entre 3 et 10 ans ?

  Pour inscrire votre enfant à l’école s’il est âgé de à 3 et 10 ans, les démarches sont à effectuer auprès de la mairie de votre lieu d’hébergement.

  • Votre enfant a entre 11 et 18 ans ?

  Si votre enfant a entre 11 et 18 ans, vous pouvez vous rapprocher soit directement du collège ou du lycée le plus proche de votre lieu d’hébergement, soit auprès des services de l’éducation nationale dans le département de votre lieu d’hébergement (DSDEN : direction des services départementaux de l’éducation nationale).
  Pour les jeunes de 16 à 18 ans, qui n'étaient pas ou ne souhaitent pas être scolarisés, les DSDEN vous accompagneront également afin de trouver un emploi ou une formation professionnelle.

Inscription à France-Services à Fayence : pièce d'identité de l'élève et d'un parent, une photo d'identité de l'élève qui sera scannée.

Sans attendre, inscription directement à l'école la plus proche.

Le Collège Léonard de Vincy de Montauroux a un accord avec le Leclerc et son espace culturel. Il a également un accord avec La Halle afin de chausser et habiller les enfants en tenues de sport.

Formalités administratives

Nous n'avons pas d'information précise concernant les réfugiés venus d'Ukraine et qui n'ont pas de documents ukrainiens. Adressez-vous à la Préfecture du Var par mail en expliquant votre situation et copie de vos papiers d'identité.

Tenez-nous au courant quand vous avez l'information et/ou si souhaitez de l'aide.

Les réfugiés ukrainiens pourront séjourner 90 jours dans l'espace Schengen et donc en France. 

• Dans une information à destination des ressortissants Ukrainiens, le ministère de l'Intérieur a précisé que les Ukrainiens titulaires d'un passeport biométrique n'ont pas besoin de visa et peuvent séjourner jusqu'à 90 jours après leur entrée dans l'espace Schengen.
  

• Les Ukrainiens non titulaires d'un passeport biométrique doivent disposer d'un visa pour séjourner en France, délivré gratuitement dans l'un des postes consulaires des États frontaliers de l'Ukraine. Au-delà de ce délai de 90 jours, les réfugiés venus d'Ukraine devront contacter la préfecture de département du lieu d'arrivée.

Le circuit des formalités administratives générales :

• Les réfugiés qui ne disposent pas d'un passeport biométrique doivent faire traduire leur document d'identité sur papier libre présenter avec leur pièce d'identité.
• Prévoir 3 photocopies des pièces d'identité (et traductions), fera gagner du temps.
• Toutes les ersonnes doivent être présentes pour signer et la prise d'empreintes digitales.
  
• De préférence venir avec traducteur
  
  
• Envoyer un mail afin que les personnes soient recensées :

- passeport de chaque personne ou autre document d'identité + traduction

- coordonnées de l'Accueillant : prénom, nom, adresse, téléphone, adresse mail.

  + attestation sur l'honneur de domiciliation indiquant les prénoms et noms de chaque personne accueillie, votre prénom et nom, adresse, téléphone, adresse mail (modèle à télécharger)

• Demander l'aide de la Mairie pour vous rendre à la Préfecture à Toulon. Une heure de rdv plus matinale permettra de faire l'ensemble des documents dans la même journée. 
  

• Télécharger, imprimer et remplir le formulaire de demande de l'APS avant de vous rendre à la Préfecture.
  Vous évitez le passage par le Gymnase § ci après. 
  

• Sinon enregistrement des documents informatiques
  Se rendre au guichet unique du lundi au samedi de 9h à 17h (tél : 07 64 46 01 37)

Vous obtenez la Fiche de Renseignement à compléter et à présenter à la Préfecture. 

•  Pour obtenir l'Autorisation Provisoire de Séjour, valable 6 mois

  Gymnase des Lices, Boulevard Louvois à Toulon

Sur place, plusieurs guichets : permanence médicale et des renseignements : Éducation nationale, Allocation financière. Possibilité d'inscription à la CPAM après passage à la Préfecture.

Une interprète est parfois présente au Gymnase.

Des vêtements et autres dons sont à votre disposition à l’intérieur.

De l’eau vous est distribuée, mais pas de nourriture. 

• Les familles qui sont passées par la Cellule Ukraine de Cannes pour trouver un hébergement pourront faire les démarches à l'antenne de la ville de Cannes, située 7 rue Louis Braille.  Elles n'auront pas besoin d'aller à la Préfecture du Var.

• Attestation de prise en charge CPAM

• Possibilité d'inscription au Gymnase,
  ou possibilité de le faire par mail urgence-ukraine.cpam-var@assurance-maladie.fr

• Documents nécessaires :
  copies de l'APS et des pièces d'identité/passeport + adresse email de l'accueillant.
  Ainsi, les ressortissants ukrainiens obtiendront une prise en charge immédiate des éventuels frais de santé (médecin généraliste, dentiste, hôpital, etc.), sans avoir à avancer quoi que ce soit. Cette couverture est valable pour une durée d’un an.

  Les enfants sont couverts, au même titre que leurs parents. S’ils sont accompagnés par un représentant légal, celui-ci devra présenter un justificatif les mentionnant tous deux (passeport, livret de famille, etc.). En l’absence de ce document, l’Assurance Maladie précise que le formulaire cerfa 14445 cerfa 14445 « Demande de rattachement des enfants mineurs à l'un ou aux deux parents assurés » est à remplir.
